Community Rules and Regulations

These rules apply at every one of our communities, including Cozy Pines Lake Community and Oak Ridge Estates.

Our goal is to provide a clean, safe, peaceful, and attractive place for everyone to live. These rules apply to all residents, occupants, and guests. Residents are responsible for making sure their guests follow the rules as well.

Management may update these rules with proper written notice as required by the lease and applicable law.

1 Moving in and residency

  • All applicants must complete a rental application and pay the $35 application fee.
  • Management may deny an application for reasons allowed by law.
  • Before moving in, residents must provide required home title and insurance documents.
  • Residents must sign an acknowledgment that they received and agree to follow the rules.
  • Occupancy is generally limited to two people per bedroom.
  • Anyone living in the home for more than 7 consecutive days or 30 days in a 12-month period must apply for residency.
  • Management may request an updated list of residents, pets, and vehicles.

2 Rent and other charges

  • Rent and other charges are due on the 1st of each month.
  • Payment should be made through Management's approved payment system.
  • Cash payments are not accepted.
  • A $50 late fee applies when payment is received or postmarked after the 5th of the month.
  • Returned payments may result in additional fees and future payments may be required in certified funds.
  • Unpaid rent or other charges may result in legal action, additional costs, and possible termination of tenancy.
  • Management may apply payments to any outstanding rent or other charges.

3 Utilities

  • Residents are responsible for paying utilities assigned to their home site.
  • Utilities may include water, sewer, electric, gas, internet, telephone, trash, and other services.
  • If Management pays a utility bill on behalf of a resident, the resident may be charged the bill plus applicable fees.
  • Water and sewer charges may be billed separately or divided among occupied lots if individual meters are not provided.
  • Water and sewer charges are considered additional rent.
  • Residents must keep all water, sewer, electrical, and other utility connections safe, secure, and leak-free.
  • Residents may not tamper with utility meters.

4 Home and lot maintenance

  • Residents must keep their home and lot:
    • Clean
    • Safe
    • Neat
    • Well maintained
    • Free of excessive weeds, trash, and debris
  • Residents are responsible for mowing, trimming, watering, and maintaining their lawn and landscaping.
  • Management may perform necessary cleanup or maintenance if a resident fails to do so after notice. The resident will be responsible for the cost.
  • Management maintenance charges:
    • Lawn cutting: $150 per occurrence
    • Trimming around home or pedestal: $150 per occurrence
    • Fertilizer or weed treatment: $50 per application
    • Other lawn maintenance, cleanup, or snow removal: $50 per man hour, $200 minimum
  • These charges may be added to the resident's account as additional rent.

5 Home appearance

  • Homes must remain in good condition and have an attractive appearance.
  • Exterior colors, siding, skirting, and painting require Management approval.
  • House numbers must be clearly visible from the street and at least 3 inches tall.
  • Broken windows must be repaired promptly.
  • Approved fire-resistant skirting is required.
  • Skirting must be properly ventilated and maintained.
  • Sheets, blankets, or similar items may not be used as window coverings.
  • Homes must have a working furnace.
  • Space heaters and wood-burning devices may not be used as the home's primary heat source.

6 Home improvements

  • Do not make changes to your home or lot without written approval.
  • Management approval is required before installing or changing:
    • Decks
    • Porches
    • Carports
    • Awnings
    • Sheds
    • Concrete pads
    • Landscaping
    • Trees or shrubs
    • Additions
    • Fences or other improvements
  • Required permits must also be obtained.
  • Unauthorized improvements may have to be removed at the resident's expense.
  • Residents must use licensed and insured contractors when required.

7 Fences and outdoor items

  • Fences are not permitted around home sites unless approved.
  • No more than one storage shed is permitted.
  • Outdoor items such as toys, bicycles, tools, ladders, and lawn equipment must be stored properly when not in use.
  • Firewood and wood pellets must be stored in the shed.
  • Clotheslines are not permitted.
  • Laundry, towels, rugs, or clothing may not be hung outside.
  • Hay or straw may not be used for skirting or insulation.

8 Play equipment and pools

  • The following are not permitted on individual home sites:
    • Trampolines
    • Swing sets
    • Personal swimming pools
    • Portable basketball goals
    • Outdoor play structures
    • Certain portable sporting equipment unless properly stored
  • Community playground equipment may be used according to posted rules.

9 Snow and winter weather

  • Residents are responsible for removing snow and ice from:
    • Driveways
    • Sidewalks
    • Steps
    • Patios
    • Mailbox areas
  • Do not push snow into the street.
  • Rock salt is not permitted because it may damage property. Calcium chloride may be used.
  • Residents must properly winterize their homes and protect water lines from freezing.

10 Trash

  • Keep trash contained and properly stored.
  • Do not leave trash bags outside the home.
  • Trash containers should be stored at the rear of the home or inside the shed.
  • Do not leave trash at the curb overnight.
  • Large or bulky items are the resident's responsibility to remove.
  • If the Community uses a dumpster, all trash must be placed inside the designated dumpster.
  • If Management has to clean up improperly stored trash, the resident will be charged for the cleanup.

11 Vehicles and parking

  • All vehicles must be registered with Management.
  • Vehicles may only be parked in approved areas.
  • Normally, no more than 2 vehicles may be parked at a home site without written approval.
  • Do not park on:
    • Lawns
    • Vacant lots
    • Patios
    • Fire lanes
    • Other residents' spaces
    • Other unauthorized areas
  • Do not park within 10 feet of a fire hydrant.
  • Unlicensed or inoperable vehicles may not remain for more than 30 days unless properly stored in an approved area.
  • Unauthorized or improperly parked vehicles may be towed at the owner's expense.
  • Vehicle repairs and maintenance are not permitted in the Community.
  • Vehicles leaking fluids must be repaired and spills must be cleaned up.
  • Speed limits and traffic signs must be followed.
  • Large commercial vehicles over the permitted weight limit are generally not allowed except for deliveries.

12 Motorcycles and recreational vehicles

  • Motorcycles must be registered and count as a vehicle.
  • Recreational vehicles such as ATVs, off-road vehicles, boats, campers, motor homes, and utility trailers generally cannot be stored on home sites or streets.
  • Certain small recreational vehicles may only be stored inside an approved shed.
  • Recreational vehicles may be at a home site for loading or unloading for up to 24 hours.
  • Recreational vehicles left longer than 24 hours or left unhitched may be towed at the owner's expense.

13 Pets and animals

  • Residents may have up to 2 approved domesticated animals.
  • Management's written approval is required before bringing an animal into the Community.
  • Required licenses and vaccinations must be current.
  • Animal fee: $300 per animal.
  • Animals must be on a hand-held leash when outside.
  • Animals may not be left outside unattended.
  • Animals may not run loose.
  • Residents must clean up animal waste immediately.
  • Failure to clean up waste may result in a $50 cleanup charge.
  • Unauthorized or loose animals may be removed.
  • Exotic animals are not permitted.
  • Dogs over 50 pounds are not permitted.
  • Certain aggressive breeds and mixes are prohibited.
  • Feeding stray or wild animals is prohibited.

14 Quiet and peaceful community

  • Residents and guests must respect their neighbors.
  • The following are prohibited:
    • Excessive noise
    • Loud music or televisions
    • Screaming or shouting
    • Fighting
    • Threatening behavior
    • Domestic violence
    • Criminal activity
    • Other behavior that threatens the safety or peaceful enjoyment of the Community
  • Residents are responsible for the behavior of their occupants and guests.

15 Alcohol, drugs and smoking

  • Alcohol is not permitted in the clubhouse or common areas.
  • Illegal drugs and illegal substances are prohibited.
  • Criminal activity in the Community may result in termination of tenancy.
  • Growing marijuana, including medical marijuana, is prohibited under these Rules and Regulations.

16 Firearms, weapons and fireworks

  • The discharge or use of firearms, BB guns, slingshots, bows and arrows, and other weapons is prohibited in the Community.
  • Fireworks, firecrackers, explosives, and other pyrotechnic activities are also prohibited.

17 Advertising and businesses

  • Residents may not:
    • Operate a commercial business from the home site
    • Solicit within the Community
    • Distribute advertising or handbills
    • Advertise products or services within the Community

18 Clubhouse and community facilities

  • When available:
    • Facilities must be reserved in advance.
    • Management may charge a rental fee and/or deposit.
    • Residents are responsible for damage caused by themselves or their guests.
    • Facilities must be left clean and undamaged.
    • Alcohol is not permitted in the clubhouse or common areas.
    • Smoking is not permitted inside the clubhouse.
    • Guests must follow all Community rules.
    • Children must be supervised.

19 Swimming pool

  • If the Community has a pool:
    • The pool is for residents, occupants, and up to 2 accompanied guests.
    • Children under 16 must have a parent or guardian present.
    • Residents must complete the required annual pool registration.
    • Pool rules must be followed.
    • There are no lifeguards.
    • Use of the pool is at the user's own risk.
    • Animals are not allowed in the pool area.
    • Pool privileges may be suspended for violations.

20 Trespassing

  • Do not enter another resident's home site without permission.
  • Do not enter vacant lots without authorization.
  • Stay out of areas marked "No Trespassing," "Keep Out," or otherwise restricted.
  • Management may enter a home site at reasonable times for inspections, repairs, utility work, or to protect the Community, subject to applicable law.

21 Selling or moving your home

  • Residents cannot automatically transfer their right to occupy a home site when selling their manufactured home.
  • Before selling a home in place:
    • Contact Management.
    • Complete the required resale inspection.
    • Pay the applicable $35 resale inspection fee.
    • All rent, utilities, fees, and other charges must be paid.
    • Required repairs or corrections must be completed.
    • The home must meet Community standards.
    • A "For Sale" sign may be placed inside the front window and may not exceed 18" x 12".
  • Management also has a Right of First Refusal. If a resident receives an offer to purchase the home and move it from the Community, Management has 5 business days to decide whether to match the offer. If Management matches the offer, the Rules provide for payment of the offer amount plus a 5% bonus.

22 Moving a home out of the community

  • For a lease ending normally, residents must give Management at least 60 days' written notice before removing the home.
  • For a month-to-month tenancy, at least 30 days' written notice is required.
  • Before the home is removed:
    • All money owed must be paid.
    • The lot must be left clean.
    • Improvements such as decks, sheds, porches, awnings, carports, tie-downs, and similar items must be removed unless otherwise approved.
  • The resident is responsible for damage caused during removal.
  • The resident may be responsible for the cost of restoring the lot.

23 Insurance

  • Residents must maintain appropriate insurance on their manufactured home, including coverage for loss or damage and liability coverage.
  • Proof of insurance must be provided to Management when requested and coverage must remain active.

24 Keys

  • If Management provides a key, replacement keys cost $15 each.
  • Mailbox keys are handled by the U.S. Postal Service.

25 Rule violations

  • If a resident, occupant, or guest violates the rules, Management may provide notice by:
    • In person
    • Telephone
    • Written notice
    • Notice to Quit
  • The violation must be corrected by the deadline provided by Management.
  • Failure to follow the rules may result in:
    • Additional charges
    • Cleanup or repair charges
    • Towing
    • Legal action
    • Termination of tenancy
    • Eviction when permitted by law
  • Residents remain responsible for rent and other charges while termination proceedings are pending.

26 Important reminder

  • Residents are responsible for their own actions and for the actions of their occupants and guests.
  • Please help keep the Community clean, safe, quiet, and enjoyable for everyone.

Resident acknowledgment

I acknowledge that I have received and reviewed the Community Rules & Regulations. I understand that failure to follow the rules may result in additional charges, legal action, or termination of tenancy as permitted by law.
